The 10060 error, "Unable to connect to host:  The Attempt to connect timed out without establishing a connection" is almost always caused by firewall or antivirus software blocking the communication between the AB Tutor program and the clients.

Check that your Firewall and anti-virus software are not blocking access.  The software uses TCP/IP port 5151 (both TCP and UDP), make sure nothing is blocking this port on both protocols.  If you have both the tutor program and the client software on your PC, please ensure port 5152 (TCP and UDP) is not blocked either.
