Is there anyway to change the message that is displayed when a student tries to look at a page that is blocked by a policy?

Yes, but only in version 5. See 'Tools' - 'Settings' - 'Messages' tab.

If you make changes to these messages, you need to close the tutor program and reconnect before the changes are sent to the remote machines.
