Logging onto a workgroup

I'm trying to log onto a workgroup not a domain. There is no password set on the account. With the client at the Welcome screen, I send the logon command, with the account name, no password, and the domain field filled in with the workgroup name. On the client I get the dialog to turn off the computer (Standby, Restart, Shutdown). If I cancel that dialog and reissue the logon command, I am logged on.

How can I get rid of the shutdown dialog that shows up the first time. (abtutor 4.1)
