Block/allow access to all/selected web sites

Is this something similar to Browse Control?
In Browse Control your able to add to a list of URLs pages you do not want students viewing. At the last review I made last year they we're even working on an import export of the list. You also had a black list / white list.

You can do a block all sitesor allow all sites both with an exception list and there is an import option.
