Can you help? I there a way a member of staff could turn off the cleint so that no other member of staff can veiw what they are doing but when a student logs on the client is running?

I guess the closest thing to that at the moment is privacy policy, but staff and students could block afaik. Also, it would rely on staff using the client to block a tutor.
Alternatively, you could use logon and logoff scripts for staff to stop and start the client service.
